Status: No Longer Applicable Est. Completion: Spring 2012 Secure classroom space to replace loss of time blocks in D102 as CIS expands its offerings in that room. Ideally, this would be accomplished best if we could secure a dedicated building, perhaps in conjunction with Foreign Languages and Humanities.

Justification: ESL enrollments have remained relatively steady, but we have lost reliable use of D102 due to increasing enrollments in CIS, especially in the evening. The portable classroom 601 is completely ill-suited for language teaching. We need another appropriate classroom to address the needs of our students.

Justification: We have been filling hours in D102 that CIS was not using and a classroom in the Technical Education Building. Both areas have announced that they are likely to need this space in the next few years. If we can't acquire more dedicated space for our sections, our ability to accommodate students will be compromised. A dedicated building, possibly with Foreign Languages and Humanities, would be ideal. We will also need to find a replacement for room 601 when that room is removed.

Outcome: Appropriately-sized classrooms for ESL courses
Status: New Est. Completion: Fall 2019 Serving nearly 1500 individual students with over 3000 enrollments, the ESL faculty continue to work in small and minimally technologically-assisted spaces. ESL faculty at ARC have insufficient space to easily and safely engage students in group activities that promote meaningful interaction in English.

Status: New Est. Completion: Fall 2018 Serving nearly 1400 individual students with over 3000 enrollments, the English as a Second Language students at ARC deserve a counselor understanding of and dedicated to the needs of this special population.

Justification: With nearly 1400 individual students and over 3000 enrollments in Spring 18, the growing number of English as a Second Language students at ARC will benefit from a counselor understanding of and dedicated to their needs. Students respond to consistency in contacts; combined with their amazing networking skills and helpfulness towards each other, there will likely be fewer misunderstandings about meeting requirements for their chosen pathway, especially in light of AB-705 and the push for acceleration.

Status: New Est. Completion: Fall 2018 In the spirit of starting right, it is essential for all students to understand how to navigate the college system in order to connect early with the resources and classes they need. This is especially difficult for ESL students who do not yet have the language skills or cultural knowledge to understand even the most basic steps in enrolling and connecting with support services. New ESL students do not have a dedicated space where they can get the information in a language they understand in order to start right.

Justification: With 1500 students and 3000 enrollments, our ESL population continues to grow each year. Having a dedicated space to provide incoming learners with initial contact and information in their language would help them to start on the right path early and keep productivity up.

Description: Desktop computers, tables, and signage in the Portable Village to welcome new ESL students and guide them through the application, assessment, and registration process.

Justification: Welcoming new students in their first language and guiding them through the steps to becoming a student and connecting with appropriate resources supports the college's mission (students first) and should positively impact the number of students served and future enrollment, resulting in increased productivity.

Justification: First time college students must navigate a complex process just to enroll and connect with services; this process is made much more difficult for ESL students, most of whom lack the language skills and cultural awareness to make informed decisions. Our ESL population at ARC is the largest in the district (1500 students, 3000 enrollments) and growing. Students often report commuting here based on the robustness of our program. There is an acute need to provide them with student help who speak their language and have experience in the process of enrolling and succeeding at AR.

Outcome: FTE for ESL Center Summer Program
Status: No Longer Applicable Est. Completion: Ongoing High levels of productivity in all sections of ESL 97 during the regular academic year and the exponential growth in just two pilot summer sessions warrant allocating a permanent dependable source of FTE to its summer program. We are requesting a permanent .5 increase in Certificated FTE, .6 in Classified FTE, and funds for Master Tutors (144 hours @ $10). In addition, an increase in the district tutor budget to cover 2 student tutors for approximately 225 hours is also needed. Non-certificated staff costs are currently sourced by temporary dollars, making planning and staffing issues untenable. Anticipated breakdown of FTE would be .4 used to staff four sections of ESL 97 and .1 for program coordination and oversight. In addition to student tutors, one Instructional Assistant and one trained Master Tutor are needed to ensure the program runs smoothly.

Justification: This request is for a total of .25 FTE to move TWO permanent 40 hour IA positions from 9 to 11 months annually. These increases are needed in order to staff our six week summer program. The ESL Center currently serves more than 1,300 basic skills students during each year, 70-75% of whom have a current enrollment or planned enrollment in CTE courses. The ESL Center has quadrupled the number of students served, sections offered, curriculum, and programmatic offerings over the last several years. As an identified campus instructional support service, the Center's success hinges on its ability to foster students' access, success and retention rates in college courses as a means of helping students reach their academic and vocational goals. Instructional assistants play a critical role in serving students in a highly cost-effective manner yet with a high level of training and professionalism. Working in tandem with faculty, ESL Center IA's test and place students into modules, check their work, facilitate small group activities and help track students' progress. Expanding existing permanent positions from part to full-time has several benefits in that we can: *Meet students' instructional needs in a effective and balanced manner *Continue to grow our program, expanding our productivity *Attract and retain highly qualified and trained staff * Build a program with the help of staff members who are invested in program quality and longevity

Status: Completed Est. Completion: Ongoing As our class offerings at the Natomas continue to expand, seek additional ways to integrate those faculty, classified staff, classes and students into our ARC ESL program through coordinated communication, resources, and standards.

Outcome: Maintain ESL Center Coordination
Status: No Longer Applicable Est. Completion: Fall 2012 Support CTE and regular ESL students' success by ensuring consitant management of the ESL Center/ESL 97 courses, maintaining or improving the 84% success rate of ESL 97 students in all courses (not just ESL) on campus. The .8 coordination allotted has not increased in 15 years while the number of students served has increased by 65% and total positive hours of attendance have increased by 50% in the last four years.

Status: Completed Est. Completion: Spring 2012 Increase student access to computer-assisted instruction and improve classroom effectiveness and student success by providing mobile computer technology for faculty to use in classrooms where a permanent installation of Smartboard or similar equipment is not practical.

Outcome: Portable Laptop Cart
Status: New Est. Completion: Fall 2018 Access to a portable lap top cart has merit for faculty and students alike. Many of our courses are supported by on-line workbooks, but booking a lab on campus for a hands-on orientation is almost impossible. Laptops can be used for many other classroom activities and testing purposes to promote student engagement and digital literacy.

Description: A portable laptop cart for 35 systems is needed for the ESL Department

Justification: A portable laptop cart will eliminate the difficulty of scheduling orientations to computer-based workbooks that are used in ESL classrooms. In addition, the laptops can be used in the classroom for extra activities and practice for the students, and faculty can use the systems for computerized testing, offering nearly immediate feedback to students and reducing grading time.
